#### Article 11.01 — Mesures exceptionnelles

En cas de crise majeure, menace terroriste, catastrophe ou situation exceptionnelle mettant en danger l’État de San Andreas, le Gouverneur ou le Département de la Justice peut instaurer temporairement un état d’urgence encadré par la loi.

#### Article 11.03 — Sécurité des institutions

Toute attaque, menace ou tentative d’intrusion visant un bâtiment gouvernemental, une institution judiciaire ou un représentant officiel de l’État constitue une infraction aggravée.

#### Article 11.06 — Protection institutionnelle

Certains représentants de l’État peuvent bénéficier d’une immunité limitée dans l’exercice légal de leurs fonctions officielles, sauf en cas d’abus manifeste ou de violation grave des droits civils.
